PLEASE HELP ME STOP THIS – A neighbour constantly hacking my pc and causing as much damage as possible?

PLEASE HELP.. My laptop is repeatedly being hacked into and hijacked?
I am very desperately seeking help from anyone that knows about broadband/networking etc, My neighbour is constantly accessing my computer (from his flat above mine) he changes passwords, copys files, deletes photo’s and documents, he has even loged into my online banking and changed pins, (anything i have an account for online he gets into and causes as much distruction as poss) I have done everything possible to stop this, complete format and reinstall, change all pass words, new router, none stopped him and when i go on line he opens my notepad and leaves messages! then ‘takes ownership’ of the computer, so i got a new laptop new firewall new router and within hours he was in it (the guy doing this is a network tech for BT) some of the messages have been getting very nasty and worrying (the tech man in PCworld says he must have acess to my phoneline somewhere but anyone i talk to dosn’t help. one night he was surfing the net on my laptop while i was sitting in front of it trying to work, he did something to my ip address on some technical site (credited to someone else? I dont know what that meant). I am now on my 4th Laptop and 4th router (and many format & clean instalations) he’s broken everyone of them and stolen my software (key codes) This is part of some vile hate campaign he’s been carrying out and some of the documents he’s copied and deleted from my system were very personal. he’s published personal info into the public domain.. the list is endless and he seems to be very good at covering his tracks and as my knowledge of computers is limited,
PLEASE if there is anyone out there that can advise me or help me to stop this I would be extremely grateful. I have tried, Police, Citizens advice, Norton helpline, pc world engineer, Sky technical support….
My laptop (currently) is a sony vaio FW11 with windows 7, i have a full norton firewall/anti-virus package, all sharing options turned off, i changed the router settings/passwords turned off the ssid broadcast, turned off the ping repl request, super strong passwords everywhere and used mac filtering.. everything i have been told possible
I forgot to mention I have already reported it to the Police who are ‘making enquires’ into prevention of services, id fraud, harrasment etc, It was one of the first things i did.

Website with Yahoo and time for setting up the website?

I’ll very soon build my website with Yahoo online site builder.
To be able to start I have to sing in and looks like if they will charge me immediately for the all year.
This is not a real problem but if it takes me 2 months to build up a web I don’t see it very fair to pay for the 2 months for building the site.
Do you know if they will charge for this “dormant” period? If so is there a way to avoid this?

Before wasn’t like this, a building software was available to download on the pc and work off line. Only publish when the web was ready, in my opinion much better solution.

my bro got me a new i-pod from US…n he told that i’ll hv to install rhapsody software to transfer songs from my pc to i-pod…but when i installed that software it shows that “thanks for you interest in installing Rhapsody but itz still not published in your country.Sorry for the inconvinence.” is there any other way i can transfer songs and videos from pc to i-pod? plzzzzz help!!!
