Post via custom forms?

I’ve been looking for an open source CMS that would allow me to create several forms for posting content.

Once the form is submitted the content would be published (would be a regular post) that others could comment on.

The main reason behind it is to standardize the information that’s being posted.

Does anyone know of such software / plug-in or module?

Is there a Linux electronic catalog making software?

I would like to publish a products catalog that can be distributed on CD?DVD format? Is there a software available that is native to Linux; even if is not Open Source?
The software is used to create shopping catalogs (Ex. department store catalogs) like web pages but on a CD/DVDs. Programs for window OS like Vevo Catalog Builder or CDFrontend; are difficult to test on Linux OS. They also would have to be software independent for CD/DVD distribution.
