I have been using FrontPage for a few years and want to expand my skills but FrontPage isnt up to speed. What other programs are fairly easy to learn and use, and has the capability to make a better and more functional site?

book creating software for publishing?
i want to create a book to publish. i need a program that is good for creating books. any suggestions? how is the pdf? or ms word?

You write the book and then find a publisher and the publisher has the task of putting your document into book form, per your specifications. This is if you’re self-publishing. So, you should focus on writing your book and let the press handle making it into paper back or hard cover.
I use Word to write my book. I also transform it into a PDF document – I have no use for it yet, lol. PDF is good for reading documents verbatim. So, if you have Word 2007 and send it to someone who’s using Word 2003 then your work might have trouble tranferring over to the older version. PDF lets anyone look at the document the exact way it was written and whether or not they have the program installed (Word, Excel, PowerPoint, etc).
BTW, books aren’t “created” in those programs. Word lets you write a book, and PDF lets you send it to people in way where it won’t be mangled if the other person doesn’t have the program you used to write it in.

Are there good web localization, desktop publishing and e-book programs? Where can I download? Thank you.

You could try Serif PagePlus X5 http://www.serif.com/pageplus/, according to Top 10 Reviews it’s the best desktop publishing software. I work for Serif though so my opinion is a little biased! 
It can edit and publish PDF’s and in the future will be able to make e-books too.
Not sure about Web Localization though sorry :/
